I recently upgraded from an RTX 3070 Founders Edition to a Radeon 9070 XT Nitro+. I play at 3440×1440 and mostly play FPS titles along with single-player games. Will my Ryzen 5 7600 hold back the new GPU, or would upgrading the CPU provide a noticeable performance improvement?

Check your CPU and GPU usage while playing the games that matter to you. If the GPU is consistently around 95–100% usage and performance is smooth, the system is behaving normally and a CPU upgrade is unlikely to help much. If lowering the graphics settings barely increases FPS while the CPU is heavily loaded, then the CPU may be holding things back.
For competitive shooters with very high refresh rates, a newer CPU could help if you are specifically chasing extremely high FPS or better 1% lows. For typical ultrawide 1440p gaming, though, the 7600 is still a capable match for the 9070 XT. Your reported numbers—roughly 80–90% CPU usage and 95–100% GPU usage—suggest the GPU is doing most of the work, so there is no urgent need to upgrade.
You should be fine with the Ryzen 5 7600, especially at ultrawide 1440p. In most games, the GPU will be the limiting component rather than the CPU. A faster processor could improve frame-time consistency and 1% lows in some CPU-heavy games, but it probably will not provide a major average-FPS increase.
