I'm seeing the message "An error occurred while loading a higher quality version of this photo" in the Photos app. I've found suggestions about accepting updated iCloud terms and conditions or restarting Photos, but I'm not sure where to find those settings or whether they would help. I'm using an iPhone 14 Pro with iOS 26.6.1, 221 GB of 256 GB used locally, and 176.2 GB of 200 GB used in iCloud.

Closing and reopening Photos is easy through the app switcher, but it generally won’t fix this particular message. Check both your phone and iCloud storage, along with your connection. You still have roughly 35 GB free on the phone and 24 GB in iCloud, so the most useful next step is verifying whether the full-size image is actually available online.
I’m using an iPhone 14 Pro with 256 GB of storage. About 221 GB is used on the phone, and my 200 GB iCloud plan has 176.2 GB used. The phone is running iOS 26.6.1.
