I'm putting together a gaming PC with a total budget of around $1,000. I already own a 1080p monitor and all of my peripherals, so the remaining budget is mainly for the PC itself. I'll mostly be playing newer games and I'm trying to decide whether it makes sense to save money with a cheaper graphics card or stretch the budget a little for better performance. I'm buying in the US—what GPU offers the best balance without paying for more performance than I need?

Used GPU prices can be surprisingly high, so compare them carefully with current new cards. If the older options don’t offer a worthwhile discount, a new Intel Arc B580 is worth considering. It offers strong value for a fresh build and should be a great match for 1080p, assuming your games and system support its drivers well.
For a build at this price, a used graphics card can give you much better performance per dollar. A used RTX 3070 around $300 would be a strong fit for a DDR4-based system and should handle 1080p gaming very well. Just check the seller, card condition, and return policy before buying.
That level of performance should also be enough for 1440p in many games, so it gives you some room to upgrade your monitor later.
