My PC has severe stuttering even though games usually run around 90–120 FPS with stable 30–40 ms ping. The problem is especially noticeable during building or firefights. I have already tried registry edits, core-parking tools, EXM tweaks, high-performance power plans, Fortnite and Windows optimizations, NVIDIA driver tuning, a 200 FPS cap through RivaTuner, MSI Afterburner, process-priority changes, XMP, ASUS automatic overclocking, and factory resets. Drivers for Windows, the motherboard, and Intel are current. The CPU and GPU typically stay in the high 50s to high 60s Celsius while gaming. My system has an ASUS ROG STRIX Z890-F Gaming WiFi motherboard, an Intel Core Ultra 7 265K, an NVIDIA GeForce RTX 5060, 32 GB of DDR5-5200 memory, a 500 GB NVMe SSD, and Windows 11 Home 25H2. The fans also ramp up loudly when opening a game or other programs, then quickly slow down. What should I check next?

Resizable BAR is worth checking in the BIOS, since it can affect GPU performance and frame pacing. It sounds like you have already applied a lot of tweaks, though, so I would avoid stacking more registry, priority, or overclocking changes until the cause is isolated. Check actual frame-time graphs rather than average FPS, and test with BIOS defaults, a clean graphics-driver installation, and no third-party tuning utilities. The brief fan surge when launching a game is usually normal—the system reacts to a temporary CPU or GPU load—but repeated frame-time spikes could point to background software, shader compilation, storage activity, or unstable tuning.
Resizable BAR is already enabled. I have spent the last couple of days testing different possibilities, but the more changes I try, the worse the stuttering seems to become. CPU and GPU usage are only around 20–30% in the games where I notice it, so I do not think either component is being fully bottlenecked.
