I'm considering buying parts to build a PC for streaming and playing Fortnite, but my older brother thinks it would be a waste and says I should just buy a monitor for my PS4 instead. I was under the impression that monitors only work when connected to a PC. If I build a PC, will I need to replace or upgrade the parts every year, or would every few years be more realistic?

PC parts don’t need to be replaced on a yearly schedule. If the computer still runs your games and streaming software well, you can keep using it. Many systems last five to ten years or more, although you might choose to upgrade the graphics card, storage, or memory after a few years for better performance. Parts are usually upgraded because technology moves on, not because they automatically wear out.
A monitor doesn’t require a PC. It’s simply a display, so a PS4 can connect directly to one through HDMI. Just check that the monitor has the inputs you need, and remember that many monitors have weak speakers or no speakers at all. A headset or separate speakers may be useful.
For streaming, a PC gives you more flexibility than broadcasting directly from a PS4, especially for overlays, alerts, chat management, and recording. However, a console can still stream on its own if your needs are simple. Compare the total cost of a PC, monitor, and accessories with the experience you want before buying. If you build a PC, prioritize a reliable power supply and decent cooling, since those matter more than replacing everything frequently.
Exactly. My older computer still works perfectly for everyday tasks; it just isn’t as fast with newer games. Upgrading is optional unless your performance or features are no longer good enough.
