I recently bought a Z590 motherboard and a used Core i9-10900K. The motherboard is known to work, but I'd like to verify that the CPU functions properly. At the moment, I only have an Intel stock cooler that I bought a few months ago. Would it be safe to use it for a short test? I'd enable XMP for the memory, but I'd only browse the web and wouldn't run games, benchmarks, or other demanding workloads.

The 10900K runs quite hot, and a standard Intel stock cooler isn’t adequate for properly cooling it. Intel didn’t bundle a cooler with this processor for good reason. You should get a stronger CPU cooler before using it for anything demanding.
Yes, it should be fine for confirming that the system posts and works, especially if you’re only browsing. Keep an eye on CPU temperatures, avoid stress tests, and replace the cooler before gaming or running sustained workloads.
For a basic functionality check, though, the stock cooler should be enough at low loads. Even with heavier workloads, the main result would likely be thermal throttling rather than immediate instability, as long as temperatures are monitored and the test is kept brief.
