I'm planning to replace my 10–12-year-old PC and would like some feedback on the parts list. I regularly watch YouTube and 4K movies, watch anime, and play games such as League of Legends, Ragnarok Online, and various MMORPGs. I also want the system to be ready for future demanding games, including GTA VI if and when it arrives on PC. My main question is whether the Radeon RX 9070 XT is powerful enough for this build or if I should spend more on an RTX 5070 Ti. I'm also open to suggestions about the other components. I live in the United States and have a Micro Center nearby. I'm not buying immediately; I'm watching prices and hoping to shop around the holiday season.

Since you’re close to Micro Center, check their CPU, motherboard, and memory bundles before buying individual parts. They can reduce the cost substantially. I’d also compare several motherboard options rather than choosing solely based on the chipset or brand reputation. The 9800X3D is a strong gaming CPU, but you may be paying more than necessary if you buy it at the current standalone price.
A few changes could improve the value. Look for a sale or bundle on the 9800X3D, or consider a 7800X3D if it becomes much cheaper. The premium XFX Mercury version of the 9070 XT is mostly paying for appearance and cooling; a less expensive model should perform nearly the same. The 1000W power supply is more than this system needs, although it’s reasonable if you want extra headroom for a future upgrade. An 850W unit from a reputable manufacturer should be plenty for the current parts.
I’m comfortable spending extra on the CPU, GPU, and memory because I rarely rebuild PCs, but I did revise the power supply to an 850W MSI model. I’ll compare the different 9070 XT models and only pay the premium if the cooler or design is worth it to me.
The RX 9070 XT should be an excellent choice for your use case. The performance difference compared with a 5070 Ti is fairly small, so upgrading would probably not provide enough extra value unless you specifically want Nvidia features or better ray-tracing performance.

I’m waiting for holiday pricing, so I’ll definitely watch the Micro Center bundles. I’ve also switched my draft to an MSI B850 Tomahawk Max and am hoping to find the 9800X3D below $400.
