I need to build a PC soon for college projects, including video editing, programming, and Blender work. I'll also use it for gaming, mostly esports titles, although I'd like enough performance to try some AAA games too. Because of current memory prices, I'm leaning toward a DDR4-based system rather than DDR5. I'm based in India and would appreciate a complete parts recommendation within a $900–$1,000 budget, including a suitable monitor if possible. I can currently find an RTX 3060 12GB for about $430 and an RTX 5060 8GB for roughly $580. Which one would be the better choice, or is there another graphics card I should consider?

Rather than the RTX 5060, check the price of an RX 9060 XT with 16GB of VRAM or an RX 9070 GRE in your area. The 9060 XT 16GB is generally a much better value below about $600, especially for newer games and workloads that benefit from extra VRAM. Local pricing can vary, so compare the total cost and warranty before deciding.
A sensible starting point would be a Ryzen 5 5600X, 32GB of DDR4 memory in a 2x16GB kit, and an RX 9060 XT 16GB. That combination should work well for coding, editing, Blender, esports games, and some AAA gaming. Make sure to leave room in the budget for a reliable power supply, a decent SSD, and adequate cooling instead of spending everything on the graphics card.
