I use Apple Pay with Face ID enabled, but after recently resetting my iPhone's settings, the phone started asking for my passcode whenever I unlock it. I used to unlock it with Face ID without entering the passcode each time. There's a setting that appears related to this, but it's grayed out. Is there a way to keep Apple Pay enabled while using Face ID as the normal unlock method?

You can’t completely remove the passcode requirement while using Apple Pay. The phone periodically requires the passcode as a security measure, but you should not need to enter it for every unlock. If that’s happening, recheck the Face ID settings or set up Face ID again.
The passcode is only supposed to be required occasionally—for example, after restarting the phone, after several days, or after Face ID fails repeatedly. Under normal circumstances, Face ID should handle both unlocking the phone and authorizing Apple Pay.
Apple Pay shouldn’t require your passcode every time. Check Settings → Face ID & Passcode and make sure Face ID is enabled for device unlocking and contactless payments. You may also want to confirm that the side-button double-click option is enabled for Apple Pay.
That makes sense. My issue is the regular phone unlock, not the payment authorization. I’ll check the Face ID settings again and see whether the reset changed anything.
