I finally have enough money for my first PC and would appreciate some advice before buying the parts. I'm considering an RTX 5070 Ti with either a Ryzen 7 7700 or Ryzen 9 9950X3D. The rest of the planned build is an MSI MAG A750GL PCIe 5 750W power supply, 32GB (2x16GB) Corsair DDR5-6000 CL36 Vengeance memory with an Intel XMP profile, an NZXT H3 Flow case, a Thermalright Phantom Spirit 120 SE cooler, a 1TB Kingston KC3000 Gen4 NVMe SSD, and a Gigabyte B650 Eagle AX motherboard. Will the Phantom Spirit be sufficient, and what practical difference do PCIe 4.0 and PCIe 5.0 make on the motherboard? I'm also open to suggestions if there are better-value alternatives to the RTX 5070 Ti.

The Phantom Spirit 120 SE is more than capable of cooling the Ryzen 7 7700 and is a strong air cooler overall. It should also handle a higher-end processor reasonably well, although the Ryzen 9 9950X3D is much more demanding and may run warm under heavy workloads. For a gaming-focused build, the Ryzen 7 7700 is likely the simpler and better-value choice unless you also need substantial productivity performance. PCIe 5.0 mainly provides more bandwidth than PCIe 4.0, but a PCIe 4.0 graphics card and Gen4 SSD will work normally in the board. You generally will not notice a gaming benefit from PCIe 5.0 yet. Also check that the memory’s XMP profile can run properly on the AMD platform; an AMD EXPO kit would usually be the safer choice. Depending on local pricing, an RX 9070 XT may offer better performance per dollar, while the RTX 5070 Ti has advantages in ray tracing, DLSS, and related upscaling features.
