I replaced my RTX 3070 with an RTX 5070 without changing any other components, and my entire system became sluggish. Games that previously ran well now perform terribly—for example, Deadlock dropped from around 130 FPS to about 30 FPS—and applications take noticeably longer to open.
My system has a Gigabyte Z490 VISION G motherboard, an Intel Core i7-10700KF, and 32 GB of DDR4 memory. I used DDU to remove the old graphics drivers and shader cache, tried different driver versions, adjusted fan and overclock settings, changed NVIDIA Control Panel options, increased the display refresh rate, reseated the card, and tested different PCIe slots. Nothing helped.
Could the issue be related to the power supply, PCIe link speed, BIOS settings, a defective graphics card, or storage problems? Is this CPU and motherboard combination adequate for the RTX 5070, or should I reinstall Windows or temporarily put the RTX 3070 back in?

Since the whole system is slower, not just games, monitor disk activity, temperatures, clock speeds, GPU utilization, and PCIe link speed. A failing drive, a card stuck at a low power state, inadequate power delivery, or a hardware fault could all cause this behavior. A normal-looking resource graph does not completely rule those out.
A 10700KF may limit a newer GPU in some CPU-heavy games, especially at lower resolutions, but that would not normally explain a sudden drop from 130 FPS to 30 FPS or make every application launch slowly. The CPU is unlikely to be the main cause of this particular problem.
A clean Windows installation is a reasonable diagnostic step after backing up important files. Afterward, install the motherboard BIOS, chipset drivers, and graphics driver, then test before applying overclocks or extra utilities. Also enable Resizable BAR if the BIOS supports it and verify the PCIe setting; the motherboard does not need to support the newest advertised PCIe generation for the card to work.
The driver situation is probably being overemphasized: NVIDIA's driver package supports multiple generations, so there is not normally a separate 3070-versus-5070 conflict. If a fresh installation still leaves the system sluggish, swapping the 3070 back in is a useful comparison. If performance immediately returns, focus on the 5070, its power connection, or the PSU rather than the CPU.
Check the hardware path before assuming it is a driver issue. Confirm the card is fully seated, verify its active PCIe link and lane width with a hardware-monitoring utility, and check that the power supply and cables meet the card's requirements. Remove any overclocks and temporarily uninstall tuning tools such as Afterburner. If possible, test the 5070 in another system or reinstall the 3070 to isolate whether the new card is defective.

The card has already been reseated and tested in another slot, so the next useful checks would be PCIe link status, power delivery, and testing the cards one at a time.
