I'm deciding between an RX 9060 XT and an RX 9070 XT for my current PC. The system has an Intel Core i7-10700KF, an RTX 2060, 32GB of DDR4-3000 memory, an Asus PRIME B460M-A R2.0 motherboard, a 480GB SSD, a 1TB hard drive, and a 650W PNOY power supply. The 9060 XT costs about $458, while the 9070 XT is around $816. I originally called the system AM4, but I misunderstood the term—I'm using an older Intel platform. Would the 9070 XT be excessive, and would I need to replace the power supply?

A bottleneck doesn’t mean the 9070 XT won’t work. It simply means some games will be limited by the processor before the GPU is fully utilized. A lot of owners run a powerful GPU with an older CPU successfully, then upgrade the platform later. Resolution, game type, and target frame rate matter more than trying to eliminate every possible bottleneck.
If you want the best value for this particular system, the 9060 XT 16GB is the safer pairing and leaves money for other upgrades. If you play demanding games at 1440p, care about high settings, or expect to upgrade the rest of the system later, buying the 9070 XT now is reasonable. Just don’t expect the older CPU to let it reach its full potential in every game.
The 9070 XT isn’t automatically overkill, but your i7-10700KF may limit its maximum frame rate in CPU-heavy games, especially at 1080p or with very high refresh rates. At 1440p or higher, the graphics card will be used more heavily and the upgrade from an RTX 2060 should be substantial. It also gives you room to upgrade the processor and motherboard later.
I’d be cautious with that 650W power supply, particularly because that model isn’t one I’d trust with a high-end graphics card. Plan on replacing it with a quality 750W or 850W unit that has the appropriate modern power connector. The 9060 XT should be easier on power, but the quality of the existing unit still matters more than just its wattage.
I’d replace it with an 850W unit if I choose the 9070 XT. I was thinking the 9060 XT would be fine with the existing wattage because its power draw is closer to my RTX 2060.
