I'm building a budget-focused PC with a Ryzen 7 5700X and a Radeon RX 9060 XT 16GB. I don't expect to upgrade the graphics card anytime soon, and the main CPU upgrade I might consider later would be a Ryzen 7 5700X3D or 5800X3D. Would a good-quality 650W power supply be sufficient, or is it worth paying extra for a 750W unit? I'm also considering the Cooler Master MWE Gold V3 and would like to know how reliable it is.

If the price difference is small, I’d choose the 750W model. It isn’t strictly necessary, but the extra capacity gives you more headroom and means you won’t need to replace the PSU as quickly if your hardware changes later.
A good 650W PSU should handle this setup without a problem. The 5800X3D may not be a very meaningful upgrade unless you plan to make that change relatively soon, though. Since you’re starting with AM4, future platform upgrades may eventually matter more than upgrading within the same socket.
The wattage is less important than choosing a reputable, modern model. A quality 650W unit is enough, but a 750W MWE Gold V3 is a reasonable choice if it only costs a little more. Check an up-to-date PSU tier list and make sure the exact model has the connectors and compatibility features your build needs.
I’m building from scratch and considered AM5, but current memory prices make it difficult. A single 16GB DDR5 stick costs more than a 32GB DDR4 kit where I live.
