I'm traveling in Belgium with a Canadian laptop power supply that has a three-prong Type B plug. I only have a basic two-prong adapter for EU outlets and have already used it for several days. At one point, the laptop chassis felt slightly tingly when I ran my fingers across it, which made me concerned about grounding and safety. The power supply is rated for 100–240 V AC at 50/60 Hz, with a 19.5 V DC output at up to 11.8 A. Is it safe to keep using this setup, or should I get a properly grounded EU cable or adapter?

Since the power supply accepts 100–240 V at 50/60 Hz, it can handle European mains voltage directly; you do not need a voltage converter. However, you should use a properly grounded EU adapter or replace the detachable mains lead with an EU-compatible grounded cable. A basic two-prong adapter removes the earth connection, which is especially concerning because you felt tingling from the laptop chassis.
A proper EU mains lead is probably the simplest solution. Bring the power supply to a shop so they can match the connector and confirm the cable is rated appropriately. Do not improvise with exposed contacts or continue using a setup that makes the laptop feel electrically tingly.
The adapter itself does not convert voltage; it only changes the plug shape. That is fine here because the charger is marked for 100–240 V input. The important part is getting the correct earthed cable or adapter from an electronics, travel, electrical, or similar local shop rather than relying on an ungrounded two-prong connection.
Don’t keep using the two-prong setup. If the power supply has a detachable cable—often a three-lead IEC C5 “cloverleaf” cable—you can usually buy an EU version and plug it directly into the supply.
