Is the Thermalright Phantom Spirit 120 EVO enough for a Ryzen 9 9950X3D?

I'm building a system with a Ryzen 9 9950X3D and would prefer to use an air cooler under $100. The Thermalright Phantom Spirit 120 EVO looks like a strong option, but I'm concerned about sustained temperatures and whether an AIO would be significantly better. I've also heard enough stories about leaks that I'd rather avoid liquid cooling if a dual-tower air cooler can handle the chip comfortably, especially for gaming and occasional heavy workloads.

A 9950X paired with the Phantom Spirit EVO has been tested under sustained Cinebench loads and stayed within reasonable temperatures using default settings, fan curves, and case airflow. The 9950X3D should be a similar story, though temperatures in the 90°C range during an extreme all-core workload aren’t necessarily a problem if the processor is boosting normally.

The Frost Commander 140 is another option if you want a little more thermal headroom. If it’s only a few dollars more where you live, it could be worth considering, although the EVO should still be sufficient.

You can also use Curve Optimizer to apply a mild undervolt. That can reduce temperatures and power use while often maintaining the same performance, provided the system remains stable.

For gaming, the cooler should handle it easily. Gaming loads are generally much lighter than a sustained all-core benchmark. The Phantom Spirit may be close to its practical limit with a very high-power CPU under continuous full-core workloads, but normal gaming and mixed use should be fine.
