I'm building my first PC with a Ryzen 5 5500 and 32 GB of DDR4 memory. I'm considering the Radeon RX 9060 XT Challenger Pro 16 GB for about $529, but I'm unsure whether that card is overkill, a good match, or too weak for my needs. I'll mainly use the system for emulation, indie games, hobbyist game development, and some competitive shooters such as CS2. I'd also appreciate recommendations for an affordable monitor to pair with the build.

There are also 16 GB RX 9060 XT models from PowerColor available for roughly $500 after tax. That’s a more reasonable price if you prefer the 9060 XT and don’t need the extra performance of the 9070 GRE.
Check the RX 9070 GRE before buying the 9060 XT. It can be noticeably faster and may actually cost less, with some retailers listing it around $490–$500. That makes it a much better value if you can find one at that price.
For a budget monitor, a 24-inch 1080p IPS display with a 144–180 Hz refresh rate would suit CS2 while still looking good for general gaming and development. If you have room in the budget, a 27-inch 1440p high-refresh monitor would make better use of a faster GPU, but 1080p is perfectly adequate for your current Ryzen 5 5500 system.
That price seems high for a 16 GB RX 9060 XT. If you want that GPU, look for a cheaper model around $470–$500 instead. The different cooler designs usually aren’t worth paying a large premium for.
