My phone still turns on and reaches the home screen, but the touchscreen and power button no longer work. It has a passcode enabled. Can I use a USB-C-to-HDMI cable with my laptop to view or control the phone and transfer my data, or would I need a monitor or TV?

A laptop’s HDMI port is almost always output-only, so it can’t receive the phone’s video signal. A USB-C-to-HDMI cable is meant to send video and audio to a monitor or TV, not transfer files to a laptop. You’d need a display with HDMI input, or a USB-C dock that supports video output and lets you connect a monitor, mouse, and keyboard.
For file transfers, use a regular USB-C data cable connected directly to the laptop—not a USB-C-to-HDMI cable. The phone usually needs to be unlocked before the computer can access its storage, and you may also need to approve the USB connection on the phone. Since you have a passcode and can’t use the touchscreen, a monitor plus a USB-C hub or dock with mouse and keyboard support may be the most practical solution.
