I want to upgrade only my graphics card from a Gigabyte RTX 2070 Super Gaming OC 8GB. The rest of my system is a Ryzen 5 7600X, ASRock B650M-HDV/M.2 motherboard, 32GB of DDR5-5200 memory, Corsair RM650 650W power supply, Fractal Design Meshify C case, be quiet! Pure Rock 2 FX cooler, and a 2TB Lexar NM710 NVMe drive. My budget is around $1,250, and I would prefer not to replace the PSU or any other components. I am considering an RX 9070 or an MSI RTX 5070 Ventus 2X OC, but I am open to either AMD or Nvidia. Which GPU would be a meaningful upgrade while remaining suitable for the Ryzen 5 7600X, 650W PSU, and Meshify C?

The right choice depends somewhat on your resolution and games, but the regular RX 9070 is a strong match for this system. Your Ryzen 5 7600X should handle it well without creating a meaningful bottleneck in most games. If you mainly play at 1080p and want to spend less, a 16GB RX 9060 XT is another option, although the performance increase over your current card will be smaller than with a 9070.
A regular RTX 5070 could also work, especially if you value Nvidia features such as DLSS, ray tracing, or CUDA support. Check the exact model's recommended PSU and connector requirements, and avoid overclocking if you keep the 650W unit. Between the two, I would compare actual prices and the games you play rather than choosing based only on the brand.
The RX 9070 looks like one of the best fits here. It offers a substantial jump over the RTX 2070 Super, has 16GB of VRAM, and keeps power use reasonable enough that your quality 650W PSU should be suitable. It is also only modestly behind the more power-hungry 9070 XT in performance.
