Why is Windows 11 using nearly all 16 GB of my RAM?

I have a Dell laptop running Windows 11 with 16 GB of RAM. Task Manager consistently reports memory usage around 95% or higher, even when I only have a few Firefox tabs open and no other obvious programs running. When I add up the memory usage shown for individual processes, it falls well short of the total being used. What could be consuming the rest of the memory, and how can I troubleshoot it?

Also check for pending Windows updates and restart the laptop, since maintenance tasks can temporarily increase memory use. Make sure the drive is not nearly full, and watch CPU and disk activity as well. If memory usage stays high while the system is idle, Resource Monitor or a diagnostic tool should help identify whether it is cached memory, a driver, or a memory leak.

Firefox extensions are worth testing. Update Firefox, confirm you are using the 64-bit version, disable every extension temporarily, restart the browser, and check the memory usage again. If the problem disappears, re-enable extensions one at a time until you find the one causing it.

Firefox itself is only using a few gigabytes on my system, so I’ll test the extensions separately instead of assuming the browser is responsible for all of the missing memory.

Windows does use otherwise-unused RAM for caching and preloading, then releases it when applications need it. However, 95% sustained usage is high enough to investigate rather than automatically dismiss. Resource Monitor can provide a more detailed breakdown than the basic Task Manager process list.

If the visible processes do not account for the total, the memory may be tied up by the Windows kernel, a driver, or another system-level component. Try booting into Safe Mode and checking whether usage remains unusually high. If it does, look at recently installed drivers, software, or hardware.
