My iPhone was stolen, and I received a notification saying that Find My has been disabled. This means I can no longer locate the phone, activate Lost Mode, or erase it remotely through Find My. I'm worried about protecting my information and want to recover any photos, files, and backups associated with my Apple Account. What is the safest official way to contact Apple Support, unlock my account if necessary, and restore an iCloud backup to a replacement iPhone or another device?

The Find My issue mainly affects tracking, Lost Mode, and remote erasure. It does not by itself remove an iCloud backup. Contact Apple Support through the official support website or the phone number listed for your country, and avoid unofficial contact details. If your account is locked for security reasons, use Apple’s account-recovery process first; you may need to verify your identity or wait through a recovery period.
If you still know the Apple Account email and password, you can sign in on a replacement iPhone and restore an available iCloud backup during setup. You may also be able to access synced data, such as photos and contacts, from another Apple device or through iCloud’s website. If no backup or synced copy exists, Apple generally cannot recreate data that was stored only on the stolen phone.
Secure your account as soon as possible. Change the Apple Account password if you can, review the trusted phone numbers and devices, and ask your mobile carrier to suspend the stolen phone’s SIM or block its IMEI where that service is available. Also report the theft to law enforcement and your insurer or carrier if you have theft coverage. Once you have a replacement phone, choose the option to restore from an iCloud backup during setup.
