My current PC has a Ryzen 7 3700X, 16GB of Corsair DDR4 memory, a Gigabyte NVIDIA GTX 1070, and a Gigabyte B550 Vision D motherboard. I have up to about $700 available for a graphics card and am considering the AMD Radeon RX 9070. I mainly want to play at 1440p, including newer games such as Control Resonant, while also playing Overwatch and other less demanding titles. Would the RX 9070 be a sensible long-term upgrade with my current CPU, or would it be better to choose a cheaper GPU and upgrade the processor as well?

Before buying, verify your power supply capacity and the specific card's connector requirements. Also make sure the case has enough room and airflow. The 3700X is usable for now, but if you play CPU-heavy games or want very high refresh rates, the 5700X3D would provide a noticeable improvement while letting you keep the B550 motherboard and DDR4 memory.
The 9070 is a very good match for 1440p and is not automatically overkill. In most visually demanding games, the GPU will be the limiting component at that resolution. Your 3700X could hold it back in CPU-limited situations, such as high-refresh-rate Overwatch, but that does not make the card a bad purchase. You can upgrade to a 5700X3D later if you notice inconsistent frame rates or low GPU usage.
The RX 9070 would be a strong 1440p card and should last quite a while. Your 3700X can still handle plenty of games, especially at higher resolutions, though CPU-heavy or competitive games may not reach the same frame rates as they would with a newer processor. Since you already have a B550 board, a Ryzen 7 5700X3D would be a sensible drop-in upgrade later without replacing the motherboard and memory.
Current GPU pricing makes the RX 9070 one of the more reasonable higher-end choices, particularly if you can find it near your budget. A 16GB midrange card can also handle 1440p well, but paying considerably more for one may not offer enough value compared with the 9070. For a card intended to last several years, the 9070 makes more sense than stepping down too far.
I am getting a work bonus and have been saving for this upgrade, so spending more on something that will last longer is appealing. I just want to make sure the rest of the system will not make the purchase pointless.
That upgrade path is what I have usually done: CPU and motherboard together, then the GPU a few years later. I mainly want to avoid buying more GPU than my current system can use. Would a less expensive card still be enough for modern 1440p gaming?
