I upgraded from a Ryzen 5 5600 with an ASUS A320M-K/CSM Prime motherboard to an Intel Core i5-14600KF with a Gigabyte B760M D3H DDR4 motherboard. The system is paired with a Radeon 9070. Average FPS and reported frame rates are high, but I'm experiencing heavy stuttering during gameplay. I've already performed a clean Windows installation and installed the chipset and graphics drivers. The motherboard VRMs also aren't overheating or throttling. What else should I check?

Double-check that the RAM is installed in the recommended paired slots, usually A2 and B2. Also verify that Re-Size BAR is enabled in the BIOS. XMP could help with memory performance, although 2666 MHz RAM may not have an XMP profile available.
Background hardware-monitoring and motherboard utility software can sometimes cause hitching. If MSI Afterburner, RivaTuner Statistics Server, Gigabyte Control Center, App Center, or similar utilities are installed, try fully uninstalling or disabling them temporarily and test again. Also check for overlays from the GPU driver, Steam, Xbox Game Bar, and other applications.
I didn’t install Gigabyte App Center—only the chipset and device drivers. I’ll check whether any monitoring or overlay software such as MSI Afterburner is running.
My RAM is only rated for 2666 MHz, so I don’t think I can enable XMP. Re-Size BAR is already enabled, but I’ll try to record the stuttering so I can show exactly what it looks like.
