I upgraded from a Ryzen 5 5600 with an ASUS A320M-K motherboard to an Intel Core i5-14600KF with a Gigabyte B760M D3H DDR4 motherboard, while keeping my 9070 graphics card. Since the upgrade, games have heavy stuttering even though the average FPS and displayed frame rates are high. I have already performed a clean Windows installation and installed the motherboard chipset drivers and graphics drivers. Temperatures and VRM performance do not appear to be causing throttling. What other troubleshooting steps should I try?

Double-check that the memory modules are installed in the recommended paired slots, usually the second and fourth slots. Also verify that Resizable BAR is enabled in the BIOS. XMP may not be available if the memory is only rated for 2666 MHz, but the slot configuration is still worth checking.
Background monitoring and motherboard utility software can sometimes cause hitching. If MSI Afterburner or similar overlay and monitoring tools are installed, temporarily remove them and test again. It is also worth avoiding Gigabyte control-center utilities unless you specifically need them, since some of their background services have been associated with stuttering.
I did not install Gigabyte's control-center software, only the necessary drivers. I will check whether any monitoring or overlay tools such as MSI Afterburner are installed and test without them.
The RAM is rated for 2666 MHz, so I cannot enable XMP. Resizable BAR is already enabled, but I will check the memory slots and try to capture a video of the stuttering.
