I'm planning to upgrade my graphics card before used-card prices rise further. I currently have an RX 6700 XT borrowed from my brother and am considering two second-hand options: an RTX 3080 Ti for $380 or an RTX 4070 for $491. My main goal is high-refresh-rate gaming at 1440p, so I'm wondering whether the RTX 4070's newer features and frame generation justify paying $111 more. I'm also open to other GPU suggestions. My system has a Ryzen 5 5600X, 32GB of 3200MHz CL16 memory, a 1TB M.2 SSD, and an 850W 80+ power supply.

At those prices, I’d lean toward the RTX 3080 Ti. It offers considerably more raw performance for the money, and $380 is a strong deal if the card is in good condition. The RTX 4070 is newer, more power-efficient, and supports frame generation, but that may not be worth an extra $111 if you mainly care about standard 1440p performance. Check the 3080 Ti’s temperatures and condition carefully, since older cards may need new thermal paste or other maintenance.
The Ryzen 5 5600X should be usable with a 3080 Ti at 1440p, especially when you’re aiming for higher visual settings, but it can become a limitation in CPU-heavy games or when trying to push extremely high frame rates. If you notice inconsistent frame rates or GPU usage dropping well below 100%, an upgrade to a 5600X3D or 5800X3D could help without replacing the whole platform.
