I'm considering upgrading from an i5-13400F to something like an i7-14700K, but I'm not sure whether it's worth investing in LGA1700 before eventually moving to AM5. AM5 motherboards are currently sold out in my region, so I may need to wait. I have a ROG STRIX Z690-A Gaming WiFi motherboard, a PNY RTX 5070 Ti OC, 32GB of DDR4 memory, and an 850W power supply. I mostly play single-player games, occasionally play shooters, and stream. In some newer games, the CPU reaches nearly 100% usage and causes stuttering, even though temperatures are fine. Would a 14600K/14600KF or 14700K provide a noticeable improvement, or should I save for a new AM5 motherboard and CPU?

If you already have DDR4, a 14600KF can offer good value on your existing board, assuming your cooling is adequate. A properly tuned 14600K/KF can get close to 14700K gaming performance in many titles, while avoiding the cost of a new motherboard and memory. Just remember that overclocking and memory tuning require stability testing.
A 14600K or 14600KF is a sensible drop-in upgrade if you want to solve the stuttering without replacing the motherboard. A 14700K is also compatible after a BIOS update, but it may be more CPU than you need for gaming unless streaming or other workloads are heavily using the extra cores.
Before buying anything, check whether the games are actually CPU-limited while the stutters happen. Watch CPU and GPU utilization, frame times, and individual core usage. You could also tune the 13400F’s power limits and memory settings, which might help somewhat, but it won’t match the improvement from a newer CPU.
Since you’re streaming and using a high-end GPU, a 14600-class chip should be plenty for most games, especially at 1440p or 4K. I’d only choose the 14700K if your streaming, rendering, or other background workloads are consistently pushing the 13400F to its limit. Otherwise, waiting for AM5 availability is likely the better use of your money.
If the current system is mostly meeting your needs, saving for AM5 is probably the better long-term move. An upgrade within LGA1700 gives you more performance now, but you’re investing in a platform that has reached the end of its upgrade path.
