Fast internet, but websites and apps take a long time to start loading

My internet connection seems fast once things are running, but starting anything takes unusually long. New browser tabs and YouTube videos are slow to begin, while videos play normally without buffering afterward. Discord and Spotify behave similarly: joining a call or starting a song takes a while, but the connection is stable once it begins. Online games also have frequent connection problems. I recently reinstalled Windows 11 and replaced some PC parts. The issue only happens on this computer, even though I used an Ethernet cable that works normally with another PC. The system has a Ryzen 5 3600, 16 GB of RAM, and a Radeon RX 7600. What should I check to fix this?

Run a speed test and pay attention to latency and packet loss, not just download speed. If the latency is unusually high, the problem may be with the network connection, router, or Ethernet adapter. If the results look normal, DNS could be delaying the initial connection. Try setting DNS manually to Cloudflare (1.1.1.1) or Google (8.8.8.8), then test again.

The symptoms sound more like high latency, packet loss, or a DNS/adapter issue than insufficient bandwidth. Open a command prompt and test both your router and an outside address with ping. If the router itself has packet loss or large delays, focus on the PC's adapter, cable, or router connection. If only outside addresses are affected, test DNS and the router or internet service.

Since you already reinstalled Windows and the problem only affects this PC, check the computer-specific networking setup. Install the latest motherboard chipset and Ethernet drivers, then check Device Manager for adapter errors. Also temporarily disable third-party antivirus or network-filtering software. Testing with Wi-Fi, another Ethernet port, and a different cable can help rule out the network adapter or cable.
