My PC repeatedly tries to start but shuts down almost immediately and attempts to boot again. The fans spin for less than a second, and the graphics card lights up, but the system never reaches the operating system. At first, it would eventually start after several attempts, and once running it worked normally without overheating or errors. It was more likely to start after being powered off for only a short time, while longer periods powered down made the problem worse. Now it will not boot at all. The system has an RX 6700 XT, Intel Core i5-11400F, 16GB DDR4-3600 memory in one module, a Cooler Master MWE 650W power supply, and an MSI B560M-A PRO motherboard. What should I check first?

Clear the CMOS, then try a minimal startup using the motherboard, CPU and cooler, one RAM module, and the graphics card. The 11400F has no integrated graphics, so the RX 6700 XT must be installed for display output. If it still shuts off within a second, inspect the board for a short or damage and use the motherboard’s diagnostic indicators if available.
That sounds like a hardware-level power or POST problem rather than an operating-system issue. Reseat the 24-pin motherboard cable, CPU power cable, graphics card, and RAM. Try starting with only one RAM stick installed, and test the stick in the other slot. Also disconnect storage drives and external USB devices to see whether the system can remain powered on.
Since it used to work after warming up or after repeated attempts, the power supply or motherboard power circuitry could be failing. If possible, test with a known-good PSU rather than relying only on the wattage rating.
