PC Powers On After AM5 Upgrade but Shows No Display

I upgraded my system from AM4 to AM5. The previous setup used a Ryzen 7 2700X, RTX 3060 Ti, ASUS Prime B450M-A, and 2x16GB Ballistix 2666MHz memory. The new setup has a Ryzen 5 9600X, the same RTX 3060 Ti, an ASUS B650E MAX motherboard, and 2x8GB Kingston Fury Beast 5600MHz memory.

The computer powers on, but the monitor receives no signal. The RGB lighting on the memory appears to flash on and off. I tried booting with one memory stick in the A2 slot and also tested the system without the graphics card, but neither made a difference. I've checked the cables and completely removed and reinstalled the components. What else should I test?

Clear the CMOS, try a different display cable and monitor input, and test another video output on the graphics card. It’s also worth trying each memory stick separately in every slot, since one module or slot could be preventing the system from completing memory training.

Even if the processor is expected to work with the board, check the installed BIOS version and use the motherboard’s BIOS Flashback feature if available. A Ryzen 9000 processor may need a sufficiently recent BIOS. Also make sure the system is given a few minutes on its first AM5 boot, because memory training can take longer than usual.

There aren’t any motherboard error LEDs lit up, and the memory lighting is just the RGB effect flashing rather than an error indicator.

Test the basic setup with the motherboard, CPU, cooler, one RAM stick, power supply, and graphics card only. Since the Ryzen 5 9600X does not provide usable integrated graphics for this test, connect the monitor to the RTX 3060 Ti rather than the motherboard video outputs. Reseat the 24-pin motherboard cable, CPU power cable, and graphics-card power connector as well.
