I've turned on two-factor authentication and signed out of all devices, but I still see new chats in Mandarin and English that I didn't create. My image generation library keeps increasing, yet I've only used it a handful of times.
To make things worse, my API credits, which should last me a while, keep burning through in just a few days, even though I only use a couple of cents here and there for side projects. I'm at a loss because I thought 2FA would keep my account secure. I don't want to delete all my conversation history and GPT memory, but I'm wondering if there's anything else I can do to protect my account, or if I've simply run out of options.

Also, make sure to use that option in the desktop version to sign out of all devices again. After that, change all your passwords just to be extra safe. Maybe you should even consider switching your password manager if you use one!
It sounds like one of your devices might be compromised. It doesn't matter how secure your account is if there's malware on a device accessing it. I’d suggest running some thorough virus scans on all your devices to check for any issues.
If it were me, I'd also ask ChatGPT directly how to handle this hacking issue. It's kinda ironic, right? But sometimes, the AI might provide insights or methods you haven't considered.
