Struggling to Install Windows on a New SSD

I had a situation where my SSD with Windows on it failed, and now I'm trying to get Windows installed on a different SSD using a USB drive. However, every time I try to go through the installation process, it just loops back to the Windows download screen or the BIOS menu if the USB isn't plugged in. I've checked all the boot settings, made sure the new SSD is set as the first boot device, and disconnected the old SSD. I'm at a loss here and would really appreciate any suggestions or solutions. Thanks!
