I'm curious about which programming language or framework would be best to dive into if I'm interested in developing Xbox 360 emulators for mobile devices like Android and iPhones/iPads. Any suggestions?

It sounds like you might be looking to download an emulator for your phone. If you really want to program for Android, I’d recommend Kotlin. However, creating your own emulator is a huge task; I’d estimate it could take around 300,000 lines of code just for Android, plus another 300,000 for iOS. That's no small feat!
