I currently have an Intel i5-14400F, an RTX 4060 Ti 8GB, and 32GB of slow DDR5-4800 CL40 memory. In CPU-heavy games such as BeamNG.drive, Teardown, and Gran Turismo 5/6 through PS3 emulation, I'm experiencing stutters and frame drops, so I'm considering moving to an X3D processor. I can get a Ryzen 7 7800X3D for about €360 or a Ryzen 7 9800X3D for roughly €430. I'd also spend around €150 on a micro-ATX motherboard and about €30 on a dual-tower air cooler. Since I play at 1080p and haven't had major VRAM problems with my RTX 4060 Ti, would the extra €70 for the 9800X3D be worthwhile for its higher performance and easier cooling, or would it make more sense to buy the 7800X3D and save the difference for a DAC or a future GPU upgrade? I'm also hoping to keep the CPU for several years and possibly upgrade within the AM5 platform later.

At those prices, the 9800X3D is the faster and somewhat more future-proof option. It can be around 10–12% quicker in CPU-limited situations and is easier to cool, which matters if you want to keep the processor for many years. The extra €70 is reasonable if it doesn’t interfere with the rest of the build.
The choice also depends on your upgrade habits. If you expect to replace the CPU again in three or four years, the 7800X3D is the better value and leaves room for a later AM5 upgrade. If you want to buy once and keep it for as long as possible, the 9800X3D’s extra performance and newer architecture make the premium easier to justify.
Your slow DDR5-4800 CL40 memory may be contributing to the poor frame-time consistency, but changing platforms to AM5 with an X3D chip should still be a strong upgrade for simulation and emulation workloads. Whichever CPU you choose, pair it with a sensible DDR5-6000 kit, preferably around CL30 or CL32. The 8GB of VRAM is less concerning at 1080p unless you use demanding ray tracing settings.
I’d lean toward the 7800X3D and keep the €70. With an RTX 4060 Ti at 1080p, the difference between the two CPUs may not be noticeable in every game, even though your CPU-heavy titles could benefit. The saved money might eventually have a bigger impact when put toward a graphics-card upgrade.
I’m not currently struggling much with the GPU at 1080p, so I’ll probably keep it for now and see what future graphics cards offer.

That makes sense. I’m mainly trying to decide whether the extra performance is worth it for the games I play rather than just buying the newer chip automatically.
