Without changing anything intentionally, all of my fighting games suddenly started running as if they were in fast-forward. RTSS reports a steady 60 FPS, but animations, cinematics, and gameplay are clearly happening faster than normal, making the timing much harder. I've been playing these games for weeks and this only started recently. Desktop browsing also feels unusually fast, so I'm concerned this might be a system-wide issue rather than a game setting. I'm using an RX 9070, and I've already restarted the PC, updated the GPU drivers, reset the BIOS to defaults, and restored GPU settings to default. I'm not sure whether Windows updated overnight.

That sounds like the game may be rendering or presenting frames incorrectly—possibly a 30 FPS mode being doubled to 60, frame interpolation, or conflicting driver settings. Check AMD graphics features, frame-generation options, refresh-rate settings, and whether an older GPU driver was replaced without a clean installation. A driver conflict could explain why the reported FPS looks normal while the actual game speed is wrong.
Since desktop browsing also feels accelerated, I’d investigate system-wide display and timing settings rather than focusing only on the games. Check the monitor refresh rate, Windows display settings, AMD Adrenalin features, and any frame pacing or synchronization tools running alongside RTSS. The FPS counter alone may not reveal a timing problem.
