Are These Parts a Good Upgrade for a Balanced 1440p Gaming PC?

I'm planning to rebuild my current HP Victus 15L and would like advice before buying the parts. I'm keeping my Intel i5-13400F and RTX 4060 8GB, but replacing the OEM motherboard, power supply, case, cooler, RAM, and storage. My goals are smooth 1440p gaming in Star Citizen, Cyberpunk 2077, and other demanding games, with fewer stutters and asset-streaming issues, good temperatures and airflow, and a reliable, reasonably future-proof system. I'm not trying to maximize FPS at any cost; I want a balanced and smoother overall experience. The replacement parts are a Gigabyte B760M DS3H DDR4 motherboard, 32GB Crucial Pro DDR4-3200 CL22 memory, a Kingston KC3000 1TB NVMe SSD, Cooler Master Hyper 212 Spectrum V3 cooler, Lian Li LANCOOL 207 case, and Corsair RM650e 650W PSU. The total budget is around $850. Are these parts compatible and worthwhile for this kind of upgrade?

Several people pointed out that replacing the supporting components while keeping the i5-13400F and RTX 4060 probably won’t increase your average FPS. For a noticeable performance boost, the money would be better directed toward a faster CPU or graphics card.

I’m not mainly trying to maximize FPS. My goal is a smoother experience, especially reducing stutters and improving overall consistency.

A different viewpoint was that spending the full budget on a stronger graphics card, such as an RX 9070 XT, would produce a much larger gaming performance increase than upgrading the case, storage, memory, cooler, and power supply around the existing CPU and GPU.

I understand that a graphics card upgrade would raise FPS, but I’m specifically prioritizing smoother gameplay rather than putting the entire budget toward maximum frame rates.
