I recently bought a prebuilt PC with a Ryzen 7 9700F and I'm worried about the CPU temperatures. While watching 1080p YouTube with one other tab open, the temperature usually fluctuates between 50–53°C in the normal view and reaches about 57–58°C in theater mode. I also played Elden Ring for around 15 minutes, and the CPU never went above 62°C. My previous PC's CPU failed, so I'm probably overthinking this, but are these temperatures safe?

The main concern would be unusually high temperatures while the PC is idle, or temperatures staying around 85–95°C during ordinary use. Your results are far below that, and brief fluctuations are completely normal.
Those temperatures are excellent. Around 50–58°C during video playback and about 62°C while gaming is comfortably within the normal range. There’s nothing here that suggests a cooling problem.
You don’t need to worry about those numbers. Modern CPUs are designed to handle much higher temperatures, generally starting to reduce performance around the mid-90s Celsius. Seeing 60–70°C while gaming is common, so your CPU is running very cool.
