I'm planning a compact, lower-wattage AMD gaming PC for couch gaming on a 4K TV, primarily running Linux as a personal Steam-machine-style setup. The main goal is around 60 FPS in newer AAA story-driven games, ideally at high settings, with FSR4 or other upscaling available if necessary. I'm hoping to stay under roughly $1,500, preferably closer to $1,200, and may buy some components used.
I also want to try VR eventually, although I understand performance requirements vary significantly between games. Lower power consumption, quieter cooling, and a compact micro-ATX AM5 platform are important to me, so I'm sticking with DDR5 and a newer motherboard despite current memory prices. I realize I may need to lower the resolution or settings, but how realistic is 4K gaming at about 60 FPS with this kind of build, particularly with an RX 9060 XT 16GB? Would it make more sense to spend less on the CPU and put the savings toward a stronger GPU?

Look for benchmarks of the exact games you care about, since performance varies a lot between titles and upscaling implementations. For 4K, the regular RX 9070 16GB would be a more balanced choice and would reduce how heavily you need to rely on FSR. You could also save money by using a Ryzen 5 7500F, 7600, 7600X, or 9600X and redirecting that money toward the GPU. At 4K, the graphics card usually matters much more than the CPU, especially when targeting around 60 FPS.
The RX 9060 XT 16GB is more of a strong 1440p card than a dependable native 4K card. In demanding games, you’ll likely need optimized high settings and FSR in Balanced or Performance mode to stay near 60 FPS. At 1440p, it should provide a much more comfortable experience, often with better-quality upscaling.
You might reach 60 FPS at 4K using low settings and an aggressive FSR mode, but image quality and consistency may suffer. The 9060 XT generally isn’t intended for demanding 4K gaming. If you can find room in the budget, an RX 9070 or 9070 XT would be a much better fit for 4K and VR.
If I found a 9070 XT at a good price, would the CPU in this build hold it back, or would it still be suitable for 4K gaming?
