I have an SF1000 power supply that came with only two Type 5 PCIe 8-pin cables, and neither cable has a daisy-chained connector. The ASUS Prime RX 9070 XT appears to require three 8-pin connectors. Is it safe to connect only two and leave the third unplugged, or do I need another cable?

A compatible third Type 5 PCIe cable should be available directly from Corsair or an authorized seller. Ideally, use separate PCIe cables for the GPU connectors rather than trying to improvise with an adapter or an incompatible modular cable.
Leaving the third connector empty is unlikely to work—the GPU may not start at all. Some cables have a second connector that can be used for the third plug, but since yours do not, adding the correct cable is the safer solution.
You should connect all three 8-pin sockets. The card may refuse to boot with one left unplugged, and it is better not to rely on an incomplete power connection. Get another cable that is specifically compatible with your Corsair SF1000; modular PSU cables are not universally interchangeable.
