I haven't been able to use my laptop for several months because BitLocker is asking for a recovery key, and I don't remember which Microsoft account or recovery email it's linked to. If I can't recover the key and have to reset or reinstall the PC, will I need to download Windows 11 again? Is the download or activation chargeable, and will reinstalling erase everything on the drive?

Since the laptop was purchased from a regular store and already had Windows, it should generally reactivate after a clean installation. You can reinstall using Microsoft’s Media Creation Tool and skip entering a product key if prompted; activation should happen automatically later. If it doesn’t, contacting the store or Microsoft support would be the next step.
Windows 11 can be downloaded free from Microsoft’s official website, and you don’t normally pay again to reinstall it. Laptops that originally came with Windows usually have a digital license or firmware key, so the same edition should reactivate automatically once the laptop is online. Make sure you install the edition it originally used, such as Home or Pro.
If you can’t find the BitLocker recovery key through your Microsoft account or another saved backup, the usual solution is a clean Windows installation from a USB drive. That will wipe the encrypted drive, so any files stored on it will be lost. You’ll need another working computer to create the installer.
I’m okay with losing the data; I’m mainly concerned that reinstalling Windows might require buying another license.
