I want to connect a wall-powered USB-C hub or dock to a laptop or desktop and use it to power the attached peripherals, while preventing power from being delivered to the computer. A reputable USB-C dock will negotiate power before sending USB Power Delivery to the computer; it does not simply force maximum power into the port. In normal use, this is safe, and the laptop will either accept the negotiated charging power or ignore it. However, whether the laptop actually charges depends on the specific laptop, dock, and USB-C port.
Using both a dedicated charger and a USB-C dock normally will not damage the laptop. The charging circuits negotiate the available power and manage the sources; the computer does not blindly receive both supplies at full output. Still, check the exact dock and laptop specifications, especially if you need to guarantee that the dock never charges the laptop. Thunderbolt docks and regular USB-C docks can also behave differently depending on their hardware.
If the computer does not support USB-C charging on that port, the dock should function much like a powered USB hub: the dock powers the attached peripherals, while the computer provides the data connection. If the port does support charging, though, many docks will offer power to the laptop automatically.
