I'm planning a mid-range AMD PC for couch gaming on a TV, primarily running Linux and using it as a Steam-machine-style setup. My target is 4K at 60 FPS in newer AAA, story-focused games, ideally at high settings with FSR4 or another upscaler if supported. I'm willing to lower settings or resolution when necessary.
I'm also interested in trying VR, although I understand performance requirements vary a lot between games. I'm aiming for relatively low power consumption, quiet cooling, and a compact build, which is why I'm sticking with a Micro-ATX motherboard. I'd like to use an AM5 platform with DDR5 for better upgrade potential, even though memory prices are high. I'm hoping to keep the budget below roughly $1,500, preferably closer to $1,200, and may buy some parts used.
The graphics card is an RX 9060 XT 16GB. How realistic is 4K/60 FPS with this build in demanding games, and would I be better off prioritizing a stronger GPU while choosing a less expensive AM5 CPU?

At 4K, the GPU matters far more than the CPU, so you could save money by using a Ryzen 5 7500F, 7600, 7600X, or 9600X and put the savings toward a stronger graphics card. A 16GB RX 9070 would be better suited to your target than the 9060 XT and should let you use less aggressive FSR settings. For exact expectations, look up benchmarks for the specific games you plan to play, since performance varies significantly between titles and VR games can be especially demanding.
For 4K, expect to use low settings and an aggressive upscaling mode in the most demanding titles. The 9060 XT can handle the resolution with enough compromises, but it shouldn’t be considered a strong 4K GPU. If the budget allows, an RX 9070 or 9070 XT would be a much better fit and would reduce how heavily you need to rely on upscaling.
The RX 9060 XT 16GB isn’t really a native 4K card for demanding games. You’ll likely need optimized high settings and an upscaling mode such as Balanced or Performance to stay near 60 FPS, and some games may still require compromises. At 1440p, it should deliver a much more comfortable experience at high settings and around 60–75 FPS.
That’s probably the more realistic expectation. I may plan around 1440p instead of trying to force 4K in every game.
I’ll consider a 9070 XT if I can find one at a reasonable price. Would the CPU become a bottleneck if I upgraded the graphics card?
