Has anyone else noticed a significant delay when assigning Exchange permissions such as Send As, Send on Behalf, or Read and Manage (Full Access)? These changes used to apply for us within roughly 1–5 minutes, but over the past three to five months the delay has increased to around 10–15 minutes, and more recently 20–40 minutes or longer. I understand that permission updates are queued and can sometimes take up to an hour, but the slowdown now seems consistent rather than occasional. The admin interfaces also appear to give different estimates, with one saying up to an hour while the Exchange-specific page previously suggested about five minutes. Is this happening for other organizations too?

Yes, we’ve noticed the same thing. Delegation changes that previously took one to five minutes are now often taking 30 minutes or more. The general admin center warns that updates may take up to an hour, while the Exchange admin interface used to indicate a much shorter wait, so the messaging seems inconsistent too.
The delays seem to be part of a broader problem with the administration portals lately. Several admin tools feel slower and less reliable than they used to, so this may reflect wider service-side performance issues rather than anything specific to your tenant.
