I have a Dell Inspiron 3593 running Windows 11. A few days ago I tried installing a preview update, but it did not complete successfully. Now Windows shows Stop Code 0xc000021a. I can sign in normally and see the background, but after signing in the desktop is completely black. The mouse cursor and Task Manager still work. I have also tried entering the Windows Recovery Environment, but it gets stuck on "Your device ran into a problem and needs to restart" without actually restarting. I have not backed up my files, so I would prefer a repair method that does not immediately erase my data. What should I try?

Error 0xc000021a usually means a critical Windows system process failed, often because of an incomplete update, damaged system files, or a driver or security program. Disconnect unnecessary USB devices first, then try opening Task Manager with Ctrl+Shift+Esc. From File > Run new task, launch explorer.exe to see whether the desktop returns. If it does, uninstall the failed preview update and any recently installed driver, antivirus, VPN, or system-tuning software.
Since the normal recovery screen is stuck, use another computer to create a Windows 11 installation USB and boot the Dell from it. Choose Repair your computer instead of Install now. Try Uninstall Updates, System Restore, and Startup Settings. If those do not work, open Command Prompt in recovery and run offline repairs using the correct Windows drive letter, such as sfc /scannow /offbootdir=C: /offwindir=C:Windows. The drive letter may be different in recovery, so check it first with diskpart and list volume.
In that case, booting from an installation USB is the practical way to reach recovery tools. Before resetting or reinstalling, use Command Prompt there to copy important files to an external drive. You can also try opening Notepad from Command Prompt, using File > Open, and copying files through its file browser if needed.
A full reinstall may fix the problem, but do not choose Reset or delete partitions until your files are backed up. From the USB recovery environment, back up your user folders to an external drive first. After that, try removing the latest quality or feature update and running System Restore. Only perform a clean installation as a last resort, because it can erase applications and personal data.

I have not been able to get a normal blue-screen restart or reach Safe Mode. The recovery environment just stays on the error screen.
