I received an email saying that my Visa card ending in 3581 was added to an Apple Account I don't recognize and can't access. I never added the card or authorized anyone else to use it, and there's also an unfamiliar £10 Apple transaction on my bank account. I tried disputing the payment, but my bank told me to contact the retailer first and wouldn't process the dispute. What's the best way to report the unauthorized card use to Apple, and can Apple identify or investigate the account where my card was added?

Call Apple Support rather than relying on chat or an online form. They may be able to search for charges using the card details, flag the associated account for suspected fraud, and submit a refund request. If Apple can’t resolve it, you’ll have documented that you contacted the merchant before going back to your bank.
Tell your bank that the card itself has been compromised, not just that you want to dispute one Apple transaction. Ask them to block the card, report it as stolen, issue a replacement, and pursue a chargeback for the unauthorized payment. Make sure the old card is fully canceled rather than merely replaced, since some services can automatically update stored card details.
It’s worth checking whether someone in your household or family added the card accidentally, but if the account is genuinely unknown, Apple can review it as an unauthorized-use case. Requesting a refund may require a review and isn’t guaranteed, but if Apple declines, you can take that outcome and your fraud report back to the bank.
