How can I stop Windows 11 from switching back to Light mode?

My Windows 11 personalization settings keep reverting the default app mode from Dark to Light. I'm visually impaired, and being forced to open bright white Settings screens is extremely distressing. I already disabled PowerToys' light-switch feature, but the problem continues. This is my own prebuilt PC, not a company-managed computer, and I'm using the same Microsoft account as on my previous machine. How can I prevent Windows 11 from syncing or resetting this preference?

Since this is a personal computer, workplace policy probably isn’t involved. Check whether Windows is syncing personalization settings through your Microsoft account: open Settings > Accounts > Windows backup, expand Remember my preferences, and temporarily turn off Personalization. Then set the mode to Dark again and restart the PC. Also check PowerToys Run/Light Switch and any manufacturer utilities that may be applying themes at startup. If the setting still changes, create a separate local test account to determine whether the problem is tied to your Windows profile or the whole installation.

It’s a self-built-by-the-manufacturer PC using the same Microsoft account as my previous computer, and this is my first Windows 11 installation. The settings seem to be getting synced somehow, even though I haven’t found an obvious option causing it.
