At work I use Windows on a single monitor, where pressing Win+1, Win+2, and so on activates the corresponding applications on the taskbar—for example, Outlook, Excel, or Calculator. I'd like to recreate that workflow on Linux Mint. Is there a built-in shortcut or desktop setting that can do this? I'm particularly interested in making it work with Plank, although a Cinnamon solution is also fine.

If you’re using GNOME, Meta+number normally activates the applications pinned to the dash. Other desktop environments and docks may handle this differently, so the available shortcut depends on the window manager and panel or dock you’re using.
The exact behavior depends on your desktop environment. In Cinnamon, the Grouped Window List applet supports Super+number shortcuts for the applications shown in the panel, letting you launch or switch to them in order.
Plank doesn’t appear to provide this taskbar-style Super+number behavior directly. For Cinnamon, using the Grouped Window List applet is the more reliable option; arrange the applications in the desired order and use Super plus their position number.
