I upgraded to iCloud+ before freeing up space on my iPhone. I started an iCloud backup, waited for it to finish, and saw a message saying the backup was complete at roughly 80 GB. Assuming my photos and videos were protected, I deleted them from the phone and then emptied Recently Deleted because I urgently needed the storage.
I later checked my iCloud storage from a Mac and realized the backup didn't contain those photos or videos. I now understand that iCloud Photos is a syncing service, so when it was enabled, deleting a photo removed it from iCloud and my other devices too. The completed iCloud Backup mainly contained settings, apps, and app data rather than the synced photo library.
Is there any realistic way to recover photos after Recently Deleted has been emptied? Would restoring the 80 GB backup to another device help me determine what it contains, or can I check that directly in the backup settings? Has anyone had success getting Apple Support to recover recently deleted photos? I'm using an iPhone 16 on iOS 26.5 with the 200 GB iCloud+ plan.

iCloud Photos and iCloud Backup are separate. When iCloud Photos is enabled, your photos are synchronized with iCloud rather than copied into the iPhone backup. Deleting a photo from the phone also deletes it from iCloud Photos and your other connected devices. The “Backup Complete” message can still be accurate because the device backup itself finished successfully.
Check Recently Deleted immediately on the phone or through iCloud’s web interface. Deleted photos are normally retained there for up to 30 days, and restoring them from that folder is the best option. If you already permanently removed them or the retention period has passed, contact Apple Support anyway, but recovery is not guaranteed.
You shouldn’t need to restore the backup to a spare device just to inspect it. Go to Settings, open your Apple Account and iCloud settings, then iCloud Backup and select the iPhone backup. That will show its size and the apps or categories included. With iCloud Photos enabled, the photo library generally won’t appear as part of that backup.
The practical recovery path is Apple Support, not an executive escalation. Explain that the photos were deleted from iCloud Photos and that Recently Deleted was emptied. Support may be able to help while the data is still within the retention window, but once it has been permanently removed, there may be nothing they can restore. For the future, keep a separate copy on a computer or external drive; syncing alone is not an archive.
That makes sense. I misunderstood “backup complete” as meaning the whole photo library had been archived. I’ll check every Recently Deleted location and contact Apple Support before trying anything else.
