I'm sticking with the AM4 platform because upgrading to AM5 would also mean buying DDR5 memory, which I'm trying to avoid financially. Someone nearby is selling a used Ryzen 7 5800X3D for US$220. I currently have a Ryzen 5 5600G paired with a Radeon RX 9070 XT. Is the 5800X3D worth that price, assuming it works properly?

The price is reasonable as long as the seller can demonstrate that the processor runs properly. Test it under load if possible, and check for damaged pins or other physical issues. New units have often sold for substantially more, so a working used one at $220 can be worthwhile.

I initially thought the price was only slightly below retail, but I had compared against the wrong currency. Retail pricing is quite a bit higher than I realized, so I’ll definitely test the CPU before buying.
It could also be an older unit purchased during a previous price drop, when some of these processors sold for around $150. That would explain a lower resale price, though testing it is still important.
I’m currently using a 5600G with my new RX 9070 XT, so the 5800X3D would be a pretty significant upgrade for gaming.
