I recently moved my components into a smaller Antec VCX300 ARGB case with five fans: two at the bottom, two at the top, and one at the rear. Since the swap, my CPU runs hotter than it did in my old case with the damaged side panel. During Forza Horizon 6 at 1080p on extreme settings, my Ryzen 5 5600 with a budget tower cooler reaches around 82°C. The RX 9060 XT 16GB temperatures look normal. Is this CPU temperature safe, and how can I tell whether the processor is thermal throttling?

Around 82°C is generally safe for a Ryzen 5 5600, since its maximum temperature is about 95°C. As long as the system is stable and the CPU is not spending time at its limit, you do not need to worry. You can use a monitoring tool such as HWiNFO to check the CPU temperature, clock speeds, and thermal-throttling indicators while gaming.
The temperature by itself is not a problem. Thermal throttling would usually show the CPU reducing its clock speed because it is hitting the temperature limit, often along with noticeably lower performance. If that is not happening, 82°C under a heavy game load is acceptable, though you could also check the cooler mounting, fan direction, and airflow if you want to bring it down a little.
