I have around $400 to spend on upgrading my PC. My current processor is an Intel i5-12400F, and it seems to struggle with heavily modded Minecraft. I was considering an i7-14700F, but I'm unsure whether switching to Ryzen would be better. My system uses DDR4 memory, and my budget probably won't cover both a new platform and 32GB of DDR5, so replacing the motherboard and 16GB of DDR4 just to move to 16GB of DDR5 doesn't seem worthwhile. I also have an RTX 4070. Should I upgrade the CPU, add more RAM, or save the money for a larger future upgrade?

You may not need to spend the $400 yet. In the other game usage you mentioned, the RTX 4070 is already working harder than the CPU, which doesn’t suggest a major system-wide bottleneck. Save the money unless the CPU is clearly limiting Minecraft through low frame rates, poor simulation performance, or consistently high CPU usage.
Before buying anything, check your actual Minecraft performance and memory usage. Heavily modded Minecraft can benefit from 32GB of RAM, especially if you’re running other programs at the same time. If your 16GB is nearly full, adding compatible DDR4 may help more than immediately replacing the CPU.
If you choose a 14700F or 14700K, plan for a substantial cooler and make sure the motherboard’s power delivery and BIOS are up to date. A quality tower air cooler can work for some locked chips, but higher-power models need strong cooling and sensible motherboard power limits; an AIO isn’t automatically required.
A drop-in Intel upgrade makes the most sense if your motherboard supports it. A 14600K or 14600KF would be a reasonable value choice, while the 14700F is faster but may use much more power and require a stronger cooler. Check your motherboard’s CPU support list and update the BIOS before installing a 13th- or 14th-generation processor.
