I'm planning to build a new gaming PC for my birthday and I'm considering a Ryzen 7 7800X3D, Radeon RX 9070 XT, and 32GB of DDR5 memory for 1440p gaming. I've checked several bottleneck calculators, but they give conflicting results—some say the combination is fine, while others claim there could be a problem. I mainly want to play my Steam library at high or maximum settings with decent frame rates, and I play Farming Simulator 25 the most, including around 440 mods. Is this a balanced setup, or should I choose different parts?

That combination is absolutely fine. A bottleneck isn’t a permanent flaw in a PC—depending on the game, resolution, graphics settings, and frame-rate target, either the CPU or GPU will be the limiting part. At 1440p with demanding graphics settings, the RX 9070 XT will usually be the limit, which is exactly what you’d expect.
Avoid bottleneck calculators—they reduce a complicated situation to a single percentage and often exist mainly to attract clicks. The games you play matter much more. Since you want high settings and play Farming Simulator 25 with a large number of mods, having a strong CPU and plenty of RAM is useful, and 32GB is a good starting point. If your mod list becomes unusually demanding, you can always move to 64GB later.
I mostly want the extra performance for Farming Simulator 25 and the large mod collection, so it’s good to know the parts should handle that well.
The parts look balanced, but don’t spend every dollar on the CPU and GPU while neglecting the rest of the build. Make sure you get a reliable power supply, adequate CPU cooling, a suitable motherboard, and a good 1440p monitor. If your current PC is still decent, selling it to help pay for the new build or for better peripherals could also be worthwhile; waiting is only necessary if you don’t actually need the upgrade yet.
The 7800X3D is still a very strong gaming processor and has plenty of performance for that graphics card. In competitive games at low settings and very high frame rates, you might become CPU-limited, but that’s normal and not a reason to avoid the combo. For regular AAA games and heavily modded games at 1440p, this should be a powerful setup.
